If the Agency refuses to enter into a compliance agreement requested under paragraph ~~180.1(3)(c),~~180.1(3)(c) or (4)(c), the person who made the request is liable to pay, in the manner specified in the notice of violation and within the time specified in it or any longer period specified by the Agency, the amount of the penalty specified in the notice of violation.
