    Paragraph (1)(c) does not apply with respect to an immigration detainee of a designated immigrant station adjacent to a penitentiary during any period that begins when the institutional head declares under paragraph 94.7(1)(a) that exigent circumstances exist with respect to the designated immigrant station and ends when the institutional head is satisfied that those exigent circumstances no longer exist.
