    If an elector has inadvertently handled athe special ballot inis suchincapable aof manner that it cannot bebeing used, the elector shall return it to the deputyelection returning officerofficer, who shall mark it as a spoiled ballot and give the elector another special ballot.

    If the special ballot is incapable of being used, the elector shall return it to the election officer, who shall mark it as a spoiled ballot and give the elector another special ballot.
