    The Governor in Council may, subject to this Part, appoint for any shipping office a shipping master, who may with the approval of the Minister appoint any necessary deputies, clerks and servants, and shall, subject to this Part, have complete control over and be responsible for every act done by those deputies, clerks and servants.
