    The master of every foreign-going or home-trade ship whose crew has been engaged before a shipping master shall, before finally leaving Canada, sign and send to the nearest shipping master a full and accurate statement, in a form approved by the Minister, of every change that takes place in his crew before finally leaving Canada, and that statement is admissible in evidence in the manner provided by this Act.
