    The owner or master of a passenger steamship that is loaded in contravention of subsection (1) is guilty of an offence and liable on summary conviction to a fine not exceeding one thousand dollars and to an additional fine not exceeding five hundred dollars for each inch or fraction of an inch by which the appropriate subdivision load line of the steamship was submerged.
