    Where the owner of any goods imported in any ship into Canada fails to make entry thereof or, having made entry, to land the goods or take delivery thereof, and to proceed therewith with all convenient speed, by the times mentioned in this Part, the owner of the ship may make entry of and land or unship the goods at the following times:
