    A pollution prevention officer shall be furnished with a certificate of his designation specifying the powers set out in sections 662 and 672 that are vested in him, and a pollution prevention officer, on exercising any such power, shall, if so required and if the circumstances permit, produce the certificate to any person in authority who is affected thereby and who requires him to do so.
