Despite section 15.5, to the extent that is reasonable in relation to the gravity of the threat and necessary for any purpose related to the making, amending or revoking of an order under section 15.1 or 15.2 or a regulation under paragraph 15.8(1)(a) — or to verifying compliance or preventing non-compliance with such an order or regulation — the following persons and entities may collect information from and disclose information to each other, including confidential information:
