Be it enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

Advertising and trading

s. 1 — Removal of infringing articles
s. 1(1)

In section 21 of the London Olympic Games and Paralympic Games Act 2006 (offence of contravening advertising regulations), omit subsection (4).

s. 1(2)

In section 22 of that Act (contravention of advertising regulations: power of entry), in subsection (5)—

s. 3 — Increase of maximum fine
s. 3(1)

In section 31(6) of the London Olympic Games and Paralympic Games Act 2006 (penalty for ticket touting offence), for “level 5 on the standard scale” substitute “ £20,000 ”.

s. 3(2)

Subsection (1) applies only where the offence under section 31(1) of that Act is committed after the commencement of this section.

Traffic

s. 4 — Orders and notices relating to temporary prohibitions etc. on roads
s. 4(1)

Section 14 of the London Olympic Games and Paralympic Games Act 2006 (the title to which becomes “ Traffic regulation orders and notices ”) is amended as follows.

s. 4(2)

In subsection (2), after “an order” insert “ under section 1, 6 or 9 of that Act ”.

s. 4(3)

After subsection (5) insert—

After subsection (5A) insert—

In subsection (6), for “that Act” substitute “ the Road Traffic Regulation Act 1984 ”.

At the end insert—

s. 5 — Enforcement of traffic regulation orders and notices
s. 5(1)

Section 15 of the London Olympic Games and Paralympic Games Act 2006 (the title to which becomes “ Traffic regulation orders and notices: enforcement ”) is amended as follows.

s. 5(2)

In subsection (2), after “an order made by virtue of section 14(1) or (4)” insert “ , or of a notice issued by virtue of section 14(5B), ”.

s. 5(3)

After that subsection insert—

For subsection (3) substitute—

s. 5(5)

In subsection (4), at the end insert “ or of a notice issued by virtue of section 14(5B) ”.

After section 15 of that Act insert—

s. 6 — Road closures or restrictions
s. 6(1)

Section 16 of the London Olympic Games and Paralympic Games Act 2006 (the title to which becomes “ Road closures or restrictions ”) is amended as follows.

s. 6(2)

In subsection (1)(a), after “ “a London Olympic event” insert “ (within the meaning of the London Olympic Games and Paralympic Games Act 2006) ”.

s. 6(3)

In subsection (2), for “a closure” substitute “ an order made ”.

s. 6(4)

At the end insert—

s. 7 — Enforcement of moving traffic contraventions in Greater London
s. 7(1)

After section 16 of the London Olympic Games and Paralympic Games Act 2006 insert—

s. 7(2)

Consultation undertaken before the commencement of subsection (1) (including consultation undertaken before the passing of this Act) is as effective for the purposes of paragraph 2(3) of Schedule 9 to the Traffic Management Act 2004 as modified in accordance with that subsection as consultation undertaken after that commencement.

s. 8 — Enforcement of bus lane contraventions outside Greater London

After section 16B of the London Olympic Games and Paralympic Games Act 2006 insert—

s. 9 — Goods vehicle operator licences

After section 16D of the London Olympic Games and Paralympic Games Act 2006, insert—

Supplementary

s. 10 — Commencement and duration, extent and application, and short title
s. 10(1)

The preceding provisions of this Act come into force at the end of the period of two months beginning with the day on which this Act is passed.

s. 10(2)

Sections 4 to 9 are repealed at the end of the London Olympics period within the meaning of the London Olympic Games and Paralympic Games Act 2006 (see section 1 of that Act).

s. 10(3)

Subsection (2) does not affect any liability incurred, or prevent any liability arising, by virtue of a provision of that Act in respect of a contravention to which a penalty charge is applicable; and a penalty charge may be imposed in respect of the contravention as if sections 4 to 8 had not been repealed.

s. 10(4)

Nothing in subsection (3) affects section 16 of the Interpretation Act 1978 (general savings on repeal).

s. 10(5)

Sections 1, 2 and 9 extend to England and Wales and Scotland.

s. 10(6)

Section 3 and this section extend to England and Wales, Scotland and Northern Ireland.

s. 10(7)

Sections 4 to 8 extend to England and Wales only.

s. 10(8)

Section 3 applies in respect of anything done whether in the United Kingdom or elsewhere.

s. 10(9)

Sections 4 to 8 apply only in relation to—

s. 10(9)(a)

places in England, and

s. 10(9)(b)

things done in or in respect of England.

s. 10(10)

This Act may be cited as the London Olympic Games and Paralympic Games (Amendment) Act 2011.
