    A collective society in respect of which no proposed tariff has been certified pursuant to paragraph (8)(c) shall file its proposed tariff on or before the March 31 immediately before its proposedtariff’s effective date.period must be at least three calendar years or, if a minimum period is established under regulations made under subsection 66.91(2), at least that minimum period.
