    If the Public Safety Minister gave the notice and is satisfied as described in subsection (2), that Minister may consider the new application without it having been referred under subsection 83.032(5). In that case, that Minister may take into account the referral of the previous application for the purposes of subparagraph 83.032(9)(b)(i).
