    In the absence of a port warden or other person directed by the Minister, the certificate mentioned in subsection (4) shall be given by the master and deposited with the chief officer of customs at the port before the ship clears on its voyage, and that officer shall refuse to clear the ship unless the certificate is deposited with him.
