Nothing in subsection (1) or (2) applies to an act or omission that is contrary to an order made under section 15.1 or 15.2 or a regulation made under paragraph 15.8(1)(a), to any action for breach of a contract to provide telecommunications services or to any action for damages in relation to a rate charged by a Canadian carrier.
